At present,there is a serious imbalance in the supply of public cultural services between urban and rural areas.Promoting the equalization of basic public cultural services in urban and rural areas is an important development goal of the 13 th FiveYear Plan and even more long-term in the cultural field of China.It is of great significance to improve the cultural life of all people,enhance the sense of gain of all people in the development of culture,promote social fairness and justice,and build a socialist harmonious society.However,due to the lack of statistical data in urban and rural areas,most of the relevant research is limited to theoretical discussion and policy reasoning,and less empirical research,so it is difficult to provide relatively quantitative and empirically supported research conclusions,which means it cannot provide direct and actionable advice for government decision-making and policy development.In view of the actual needs and the current research deficiencies,this paper takes the evaluation and promotion path of the equalization between urban and rural basic public cultural services as the research content,to reveal the status quo and existing problems of the equalization of basic public cultural services between urban and rural areas through evaluation and analysis,and propose practical and feasible policy paths for promoting the equalization of basic public cultural services between urban and rural areas.For this reason,this paper is carried out by following the idea of "raising problems--analyzing problems--solving problems".First of all,the research question of this paper "how to promote the equalization of basic public cultural services between urban and rural areas" is proposed in the first chapter introduction.Then the problems of the equalization of basic public cultural services between urban and rural areas will be analyzed in the in chapter 2 to chapter 5,with theoretical analysis and empirical analysis.The sixth chapter is the part of the "solving the problem" in this paper,and proposes the policy paths to promote the equalization of basic public cultural services between urban and rural areas.The theoretical part of this paper mainly introduces and defines the basic theories and related concepts of the equalization of basic public cultural services between urban and rural areas,in order to grasp the connotation of the equalization of basic public cultural services between urban and rural areas,paving the way for the following.Firstly,the basic theories of equalization of basic public cultural services in urban and rural areas are introduced from the perspectives of public product theory and fairnessefficiency theory.Then the connotation and content of basic public cultural services are defined.Finally,starting from the relationship between government supply and residents' demand of basic public cultural services,and along the logic of civic cultural rights,the equalization of basic public cultural services between urban and rural areas is defined as urban residents and rural residents can enjoy equal process and equal result of basic public cultural services,so as to achieve the equality of cultural rights,equal process means that urban and rural residents have the same opportunity to participate and enjoy basic public cultural services,equal result means that urban and rural residents can enjoy the roughly equal basic public cultural services both in quantity and quality aspect.On the basis of theoretical analysis,it is transferred to the empirical part,and the empirical part contains two parts: evaluation model construction and evaluation analysis,which comprehensively reveals the status quo and existing problems of the equalization of basic public cultural services between urban and rural areas.The evaluation model is constructed from three aspects: index system,data system and method system.In the construction of the index system,combined with the connotation characteristics of the equalization of basic public cultural services between urban and rural areas and the operability of statistical evaluation,based on the perspective of equal results,the index system is constructed from the two dimensions of government resource supply and residents' sense of cultural acquisition.The specific indicators of the government resource supply dimension include four first-level indicators of cultural funds,cultural teams,cultural facilities and cultural products,and 13 secondary indicators,which are constructed based on the National Basic Public Cultural Service Guiding Standards(2015-2020),and based on the principles of science,representativeness and operability.The specific indicators of the residents' sense of cultural acquisition are based on the full analysis of the concept of cultural acquisition.They include two first-level indicators of residents' participation and residents' feelings.The second-level indicators correspond to residents' participation and satisfaction.In the construction of the data system,in view of the fact that the current statistical data in the field of public cultural services has not been divided into urban and rural areas,the data of the government resource supply dimension is obtained by scientifically dividing the urban and rural geographical space of the public cultural service field,and indicators data of residents' sense of acquisition need to be obtained through questionnaire survey.In the selection of evaluation methods,based on the essence of urban-rural equalization assessment and the characteristics of evaluation indicators,the ratio method and the difference method are suitable for the analysis of this paper.The ratio method is applicable to the evaluation and analysis of the perspective of government resource supply,and the difference method is applicable to the evaluation and analysis of the perspective of residents' sense of cultural acquisition.After the evaluation model is completed,the evaluation analysis is started.The evaluation analysis is divided into the upper part and the lower part,which analysis the equalization level of basic public cultural service between urban and rural areas from the perspective of government resource supply and residents' sense of cultural acquisition.In the upper part,from the perspective of government resource supply,Jiangsu Province,Hubei Province,and Gansu Province are selected as sample provinces,with 2015-2017 years as the research period.Through the scientific division of the urban and rural geographical space in the field of public cultural services,macrostatistical data can be constructed,so the evaluation of the equalization of basic public cultural services between urban and rural areas in China can be carried out.The results show that the equalization level of basic public cultural services between urban and rural areas in China is generally low,especially in the two aspects of cultural capital investment and cultural product supply.And through the analysis of the equalization level of all indicators,it is found that the current situation of China's mobile cultural facilities are seriously inadequate on the whole,and the digital resources in rural areas are seriously insufficient.By analyzing the equalization level of different public cultural institutions,it is found that the equalization level of cultural venue is higher,while that of public library is lower.By comparing the equalization level of basic public cultural services between urban and rural areas from the perspective of permanent population and household population,it is found that population mobility can effectively promote the equalization of basic public cultural services between urban and rural areas.In the next section,from the perspective of residents' sense of cultural acquisition,Hubei Province is used as a research location,and the questionnaire survey data is used to measure and analyze the equalization of urban and rural residents' sense of cultural acquisition.The study found that the equalization level of urban and rural residents' sense of cultural acquisition is low,the gap between rural and urban residents is obvious,and both the sense of cultural acquisition of urban and rural residents are low,which is caused by the lack of participation in public cultural services and insufficient satisfaction.By comparing participation and satisfaction,public cultural service participation and satisfaction are interdependent,and public cultural service projects with lower(high)participation often correspond to lower(high)satisfaction;by cpmparing the cultural needs of urban and rural residents,it was found that the gap between urban and rural residents' demand for cultural service content is small,and they all show relatively general cultural needs,but the specific demand content shows obvious differences;by comparing the cultural needs and actual participation of rural residents,it was found that the demand for public cultural services of rural residents could not be effectively met,and the actual participation level was far below the level of demand.On the basis of the above theoretical analysis and empirical analysis,this paper finally turns to policy recommendations,including policy ideas and specific paths for promoting the equalization of basic public cultural services between urban and rural areas.According to the actual development of China's public cultural services as well as the related conclusions of above empirical part,this paper puts forward to set "relying on three-way force of the government,society and citizens to set up the equalization construction support system of basic public cultural services between urban and rural areas jointly,which contains ‘management system,product resources and residents' participation'" as a policy of equalization construction of basic public cultural services between urban and rural areas,and propose the path for promoting the equalization of basic public cultural services between urban and rural areas from the three aspects of the outer system space construction,the middle layer physical space construction and the inner psychological space construction of the support system.
