A Study On The Equalization Of Basic Public Cultural Services In Urban And Rural Areas Of China From The Perspective Of Marxist Fairness Theory

According to the report of the 19 th National Congress,socialism with Chinese characteristics has entered a new era,and the main social contradiction in China has been transformed into the contradiction between the growing needs of people's better life and the unbalanced development.Promoting the equal development of basic public cultural services can not only enrich the spiritual and cultural life of the people and meet their growing cultural needs,but also ensure that the broad masses of the people enjoy basic cultural rights and interests on an equal footing.It is an effective measure to realize cultural fairness,and can further solve the contradiction of unbalanced and inadequate development,which is of great significance to the realization of socialist fairness and justice in our country.At present,the construction of basic public cultural services in our country has achieved some results,but due to the influence of various factors,there are still some problems to be solved in the construction of public cultural service system in our country.One of the most prominent problems is the large gap between the level and quality of basic public cultural services in urban and rural areas.It not only reduces the quality of life of rural residents,but also restricts the realization of urban-rural integration.Based on this,this paper takes Marxism fairness and justice as the core value concept,and studies the Equalization of basic public cultural services in urban and rural areas in China.This paper is divided into five parts: the first part is the introduction.This paper mainly introduces the research background and significance of this paper,the research status at home and abroad,as well as the research ideas,research methods and innovations of this paper.The second part is the definition and theory of the equality of basic public cultural services in urban and rural areas.This paper defines the concept of fairness,basic public cultural service and equality of basic public cultural service in urban and rural areas,and expounds Marxist fair theory,Marxist cultural equity theory and Marxist urban and rural overall planning theory.The third part is the current situation of basic public cultural services in urban and rural areas of our country.Based on the relevant data issued by our government,such as China Statistical Yearbook,Chinese Cultural relics and Culture Statistical Yearbook,Chinese Culture and related Industry Statistical Yearbook,this paper makes an empirical analysis on the present situation of basic public cultural services in urban and rural areas in China.Although the equalization of basic public cultural services in China has achieved preliminary achievements,the basic public cultural service in urban and rural areas still has a gap in the aspects of investment in public culture and business expenses,improvement and utilization of public cultural infrastructure,public cultural service talents and service content,and consumptionexpenditure of urban and rural residents.The fourth part mainly analyzes the causes of unequal basic public cultural services in urban and rural areas from many aspects.This paper mainly analyzes the main body of supply,the mode of supply and the content of supply,the people themselves and the system mechanism.The fifth part is the countermeasure to promote the equalization of urban and rural basic public cultural services.Based on the analysis of the present situation and causes of the inequality of basic public cultural services in urban and rural areas,this part puts forward five aspects,such as constructing a diversified supply system led by the government,improving the financial guarantee ability of public cultural services,strengthening the construction of talents for basic public cultural services in rural areas,and strengthening the construction of equal supervision system for basic public cultural services in urban and rural areas,Practical feasible path to promote the equal development of basic public cultural services in urban and rural areas in China.
