At the same time, it also has a very important practical significance. It has very important practical significance to promote the equalization of basic public cultural services in our country. Especially in the perspective of inclusive development, promoting the equalization of basic public cultural services has more value of the pursuit of harmonious development and social equity. China is currently in the important moment of the rapid economic development and social transformation; social contradictions, the widening gap between rich and poor, unfairness in education, health care, social security being incomplete, the people in China being incapable to enjoy the fruits of reform and development are placing stern challenges in terms of social justice. We must adhere to the people-centered principle to promote comprehensive, coordinated and sustainable development as the fundamental purpose; make great efforts in improving infrastructure; promote the equalization of basic public cultural services; we should think and explore frequently in order to promote the healthy operation of the socialist system in China.The study of the issues of equalization of basic public cultural services from the perspective of inclusive development requires us to understand the concept of inclusive development and basic public cultural service concept and then analyze the nature of the equalization of public cultural services, after which, we can explore the inner-link of the inclusive development and the equalization of basic public cultural services. What is more, by combining with a specific case, the analysis the present condition of research from the perspective of inclusive development to achieve the equalization of basic public cultural services, the existing problems and the countermeasures is carried out.This paper studies the problem of equalization of basic public cultural services in the perspective of inclusive development. In the first chapter, we firstly understand the relevant research background and clarify the significance of this study. The second chapter discusses the basic concepts and theories, including the concept of inclusive development and the current research status; the concept of basic public cultural services and the basic public cultural services development; the concept of the equalization of public culture service and the research status quo of the equalization of public cultural services from the perspective of inclusiveness. The third chapter makes analysis of the inherent relationship between inclusive development and basic public service equalization and the analysis of the consistency of value philosophy basic public cultural service equalization and inclusive development including people-orientation, participation for sharing and fairness and justice. It also makes the conclusion that in order to achieve the inclusive development, equalization of basic public cultural services is requirements, including the overall goal of inclusive development requirements should be in equalization with the basic public cultural services; the core value of inclusive development should be in equalization with the basic public cultural services; and the equalization of basic public cultural services should promote the realization of inclusive development and so on. Chapter four deals with the problems of the equalization of basic public cultural services in Chongqing Beibei District including the basic practice of the equalization of basic public cultural services, Beibei District, Chongqing City, the basic public cultural service equalization, the public cultural service system status, and the basic public cultural service equalization being investigated so as to summarize the problems existing in the equalization of basic public cultural services in Beibei District of Chongqing. Chapter five presents the development principles inclusive development from the perspective of the equalization of basic public cultural services in Beibei District of Chongqing, including the expansion of effective supply being the premise of the equalization of basic public cultural services; a more balanced development being the equalization of basic public cultural services; and convenient services being the specific direction of the equalization of basic public cultural services. And then it makes detailed analysis of the specific path to promote the equal basic public services in Beibei District of Chongqing, including accelerating the construction of people-oriented the public service government; establish and improve the public finance system with the purpose of achieving inclusive shared and mass benefits, establish and improve the basic public service supply mechanism which is dominated by the government and participated by diversified parties; establish and perfect the legal system of basic public services, establish unified urban and rural basic public service supply system with the main goal of strengthening the equality of opportunity; and promote the work of spot test of cultural equalization and perfect equalization performance evaluation mechanism etc. Finally, the summary for the whole paper is made; the analysis of the research progress, existing problems and improvement methods is carried out in terms of the inclusive development of basic cultural services from the perspective of the inclusive development.
