This paper, language policy and language planning in Kyrgyzstan, mainly using text analysis method, reveals existing problems, analysis factors and the corresponding countermeasures.This study consists of five parts: The introduction part mainly elaborated research significance origin research methods and related review; the second chapter,the third chapter, the fourth chapter describes Kyrgyzstan language policy during Russia era,the Soviet era and after independence. The fifth chapter describes the Kyrgyz language planning after independence, the status and implementation factors of language policy and planning implementation.Analysis conclusion:(1)Kyrgyzstan after independence, language policy and language planning has developed instability. Government busy with a variety of language interest groups and high-handed policy, leading to language policy and language planning changes constantly revised. Therefore, the development and implementation of language policy are paradox, that the target is not clear, the plan can not be reasonably implemented.( 2) Language conflict leading to ethnic conflicts and social conflicts.Language groups continue to maintain their own language rights, leading to the Russian and Kyrgyz competition, Uzbek and Kyrgyz competitive situation. Faced with fierce competition in the language, the government introduced language policy and planning in order to improve the status of the Kyrgyz language and Mandarin language, promoted language contradictions and conflicts intensified, leading to ethnic conflicts and social conflicts continue to intensify.(3) Factors Affecting the implementation of the Kyrgyz language policy and language planning are following points: 1) the early days of political and economic factors made the implementation delayed. 2) operations were mostly Russian speakers, it would be difficult to change the habits of language in the short term. 3)from the government level, after the financial difficulties, the policy goal is not specific and scientific enough, the lack of regulatory mechanisms, led to the implementation disadvantage.
