Boundless Ocean contains abundant resources and acts as homeland for people. During the past thousands of years, human consistently discover and explore oceanic materials. As a result of the booming development of high-tech oceanic industry, we are now enjoying the various materials and rich life. However, the development of oceanic culture and its industry are largely invisible.China is an oceanic nation, which has a broad maritime space. In Qin dynasty, ancestors started to voyage to distance area on the sea. China’s marine resources are not only oil, gas, and fishing resources, but also has the inheritance from commercial and cultural communication. But in the present, only a few number of cities can put culture industry of oceanic culture and commercial culture into local products and industries, for the sake of long range propagation and development, excepting some coastal cities are developing coastal tourism and recreational fishery for local economic. With the future develop, the commercial communication thrived in domestic area as well as in the global market. In the international epoch, the most important communication content is to improve business quality and trade competitiveness by culture exchange, not on commercial communication. In order to make maritime culture having a place in world’s marine culture, therefore making Maritime Silk Road be a better way for containing deeper culture connotation. Accordingly, it is significant that having a systematic methodology to evaluate maritime culture resources accurately and objectively.In this article, we define the notion of maritime culture and its relative,including culture, culture industry, marine culture, marine industry,maritime and its culture. From the point of their connotation and characteristic, we try to demonstrate their logic relationship, clarify research category of the notion of maritime and its culture, construct the element theoretical framework of maritime culture,laying a good foundation for future analysis. Secondly, by the means of searching and researching historic data, summing up the information about maritime celebrities, famous trade routes(Maritime Silk Road) and ports,this article refines material and spiritual resources to reflect maritime culture resources.These 2 resources are complement each other. Material resource means historical sites and spiritual resource means characters reflected during commercial activities since material resource is the outward manifestation of spiritual resource and spiritual resource is intrinsic value of material resource. As a result, maritime culture has a strong human breath. It represents Chinese coastal local characteristic and culture. Ningbo was once the most thrived port in the past and still is good at ocean trade. That’s the reason why Ningbo retains a large number of sea trade marks as well as accumulating many maritime spirits. In order to inherit maritime culture preferably, Ningbo, as one of original ports in Maritime Silk Road,should pay more attention to industrialize its culture. This article uses SWOT analytic method to analysis the merit and demerit of maritime culture in Ningbo area. On the other side, this article combined with AHP analytic methodology to progressive reasoning and quantified weighting of all influential factors. It will analyze external and interior backgrounds for Ningbo maritime culture industry and basing on the analysis,propose comments and countermeasures for the development of maritime culture industrialization.
