The intangible cultural heritage is the common wealth of mankind, and the protection of intangible cultural heritage is a consensus of international community. With the deepening of the protective practice of intangible cultural heritage, tourism development, as a means which combines heritage with market, is considered to be the effective way of inheriting and protecting heritages; however, it needs to be tested by practice. At present, academic researches on intangible cultural tourism mainly focus on the concept, development mode, application of specific cases, while the efforts on the basic but prospective work---value evaluation of intangible cultural heritage is insufficient. Intangible cultural heritages in the residence of Hui’an woman is abundant and relatively intact, and is integrated into tourism industry preliminarily, therefore, it is in urgent need of theoretical guidance.This paper adopts the contingent valuation method(CVM) and uses SPSS tools to make an evaluation of the non-use value of the intangible cultural heritage in the residence of Hui’ an women, and in the same time makes a relevant analysis of socio-economic characteristics, willingness to pay and the influence of payment limit. In addition, based on theory of utility value, tourism geography and cultural ecology, this paper also makes an in-depth study on the protective development of intangible cultural heritages in the residence of Hui’ an women.The study finds that there is a natural coupling between the intangible cultural heritage and tourism, and the practice of inheritance and protection needs to be driven by tourism development; there are some deviations in the existing analysis of value composition of intangible cultural heritages, therefore, it is necessary to re-divide the value compositions from the perspective of public goods; the neglect of the non-use value of intangible cultural heritage results in the deviation of tourism development practice of those heritages. The protection of intangible cultural heritages in the residence of Hui ’ an women led by government has obtained certain achievements, but there also exist some corresponding problems. The non-use value of intangible cultural heritages in the residence of Hui’ an women is 590.2 million yuan per year, and it is affected by demographic characteristics and socio-economic factors, therefore it needs a clear market positioning during tourism development, and this paper puts forward a tourism development mode of intangible cultural heritages in the case from macro, meso and micro perspective. The conclusion of this study corresponds to the reality, hoping to provide the scientific theoretical guidance for the protection and tourism development of intangible cultural heritage in the residence of Hui’ an women and other similar areas.
