The Late Qing Dynasty was the beginning of the institutional overseas Chinese policy which was marked by setting up the overseas assignments of the consuls,built the Chinese Chamber of Commerce & Industry and modern Chinese schools. since the Opium War,the government has gradually recognized the increasingly importance of expatriates identifications and the influence power of overseas Chinese because of the task of modernizing and began a series of overseas New Deal measures.As an intermediary between the executive of new government measures and overseas Chinese,the overseas Chinese leader played an important role in the process of the implementation of the policy on overseas Chinese affairs and became the critical factor which affecting successes of the policy and concerning how strong the effect of the policy will be. In this paper, the object of study,Goh Siew Tin,is one of the prominent Chinese characters who was active in the overseas Chinese affairs started in The Late Qing Dynasty period.Goh Siew Tin(1855-1909) was borned in Hokkien province Zhangzhou city Zhao’an County. He raised himself above others by his talent and became the representative of leaders in the southeast Asia overseas Chinese society which regarded Singapore as an important area in The Late Qing Dynasty period. Goh Siew Tin had held important offices title and kept in close contact with the Qing government, he donated money to buying Qing’s offices title.He was among fews of wealthy businessman who had multiple Qing government senior titles. Goh Siew Tin accepted the post to be the temporary China’s ambassador to Singapore consul-generalfor responding to the "New Deal" in Late Qing dynasty, and became a powerful Chinese community leaders who set up the south school and the Singapore Chinese chamber of commerce.The exactly purport of this article is to find out what kind of role Goh Siew Tin played in the process of the implementation of the policy and the contributions he had made to the overseas Chinese affairs under the background of the New Deal in the Late Qing Dynasty through the exploration of his life. Furthermore,we can analyses the relationship between the Chinese government and overseas Chinese leader, the mechanism which make the overseas Chinese leader work and the influence of this mechanism on the overseas Chinese affairs.Through this way,we could make further exploration of the modern transition of Chinese society.
