The marketization of public service reform, by means of the introduction of market mechanism, can make full use of resources which is outside of government to improve the government’s public service supply capacity without abdicating government’s responsibilities.In recent years, China government has vigorously promoted the construction new villages in the suburban area. In this process, the efficiency, effectiveness and fairness of the public service supply, need to consider such factors as the relationship between government and society, the level of social participation, need to have its focus on the responsibility, right and benefits of multi-subjects and their mutual trust, need to construct the enabling framework for multi-subjects’ cooperation. Based on the domestic and foreign experiences, the existing theory and resources, analysising the conditions and approaches, especially the dimensions of practice of the reform and its relationship, to improve the performance will be the development tendency in this field.Based on the latest theoretic achievement of the marketization of public service reform practice and research, this paper uses normative analysis and empirical analysis, uses the new public management theory, the new public service theory and multi-agency management theory, focuses on the target of effective supply and supply and demand balance, takes realistic basis and obstacles for research point, summarizes the successful experiences of the marketization of public service reform practice both at home and aboad and Wuhan BaiQuan farm typical case from the institutional environment, subject relation and duties, the practical way and performance evaluation four dimensions, analysises the problems, causes and the institutional environment, subject relation and duties, the practical way and operating performance of the relationship between subjects, propose some suggestions to the performance of marketization of public service reform promote in the process of the construction new villages in the suburban area. The empirical research shows that, the cooperation between government and enterprises in BaiQuan public service project has achieved good operating performance and got villagers recognition, but still faced with such problems as imperfect relevant laws and regulations, imperfect project operation mechanism and rules, the contradiction between the stakeholders. Measures should be taken to realize the marketization of public service reform practice purposes. These measures includes: transform the concept, innovate incentive arrangements, cultivate multiple market main subjects, transform government functions reasonably, perfect legal laws and regulations, establish the relevant mechanism, guarantee the institutional support and conditions.
