Study Of Strategy And Practice Of China's Reform Of Public Institutions

The public service unit, which plays an important role in the development of national economy, is the main carrier and actor of social management and public service in our country. Because of this, its reform is one key part of the economic system reform of China. As the establishment of market economic system and the development of society in our country, public service units' managing and operating system exposed a lot of problems, which no longer meets the requirements for the development of the modern market economy. As a result, the public service unit reform is put on the agenda. But the reform has its own characteristics, involving both economy and society domain of our country. Moreover, it is more complex than the state-owned enterprise reform and couldn't be completed in a very short time.This article takes the transition from planned economic system to market economic system as its research background and introduces the history and process of the public service unit reform. Then on the base of analysis of two theories—public service governance theory and non-profit organization management theory, raise the current reform strategies and measures of the Chinese pubic service unit from the standpoint of classified reform. The main content of the text is as follows:The first part defines the public service unit and introduces the previous reform of them in our country, then summarizes the reform features and offers a brief evaluation. Meanwhile, through the introduction and analysis of public service units and their reform, this part raises the problems in external governance system and internal operating system.The second part first introduces the theories of public service governance and non-profit organization management, then suggests some governance advises for public service units' reform such as strengthening the government's administration functions, allowing all kinds of organizations join the new pubic service providers' team, the cooperation between government and non-profit organizations and the government support to them etc.The third part is about the basic theory of public service unit reform in China, including three reform models. Moreover, this part describes the 'Jiangsu Model' of the reform, including the reform of operating units and social welfare units.The fourth part gives the reform strategies and measures of the Chinese pubic service units through the above discusses of the current circumstances and practices of them. The strategies include classified reform strategy and non-profit organization model strategy. The practical measures are mainly about the system reform of management, governance and operating. At last, there are some reform policies such as financial policy, social security policy etc.
