Research On Citizen’s Network Political Participation Of Contemporary China

The rapid development of the network is increasingly making a great impact on thepolitical participation of Chinese citizens, including the political and social aspects of life. InChina the existing political participation mechanism is still in the exploration and constructionphase at present, and therefore the network political participation has aroused the manyscholars’ concern and thinking.On the other hand,the public opinions on the pros and cons aswell as the norm vary."What is the role of network political participation in contemporaryChina and how to guide and regulate it?” are the central problems that this paper focuses on.In theory the concept of “political participation” is not a full consensus. Based on theanalysis of Chinese and foreign scholars’ discussions, this article determines the connotationof political participation. Political participation is a political behavior that ordinary citizensdirectly or indirectly affect government activities or government decision-making throughthe network.The article emphasizes efficiency, virtualization, openness, equality and othercharacteristics of the network of political participation, which compensate for the lack oftraditional political participation to a large extent, especially in the development stage called“the bottleneck”.Obviously political participation has brought new vigor and vitality.The article is to expound the current network political participation action’s undertakingto our country. This paper argues that the network politics participation not only leads peopleto have more political information but also promotes direct democracy, and thus it isconducive to promoting democratic politics. Network political participation in thegovernment management innovation organization, innovation management concept,innovation of the government management mode of the government, is helpful for theinnovation of government management. Network political participation provides new ways toparticipate in politics as well as increase supervisory strength, which is conducive to theconstruction and promoting the political stability. However, do not ignore the negative effectsof network political participation. As the result of economic constraints, education effects,personal preferences, it may lead to greater inequality. It is the contradiction between infinite Information and the limited capacity of people to accept information that can cause irrationalparticipation. Under these circumstances, the power of network endangers the safety ingovernment management.Finally, from the angle of the two, the government and citizens, this article is to explorehow to guide and regulate the civic political participation. In terms of the government, it is toaccelerate technology development, to disclose more information to promote e-governmentconstruction, as well as strengthen the government’s online functions. Furthermore, it is topromote information development of the industry, to pay attention to the popularity of thenetwork, to expand participation of the public. In addition, it is to have the initiative to learnfrom the experience of other countries, accelerate the legislative process of the network, andalso the standard network order. In terms of citizens, citizens should have the consciouspromotion of civic awareness, and be active and effective in political participation.
