Study On Formative Mechanism And Governmental Answering Mechanism Of Network Group Incidents

Along with the political, economic transformation of the society of our country,social interest distribution appeared to reset and diversiifed pattern. The adjustmentsof the original pattern of social interests led to new social conlficts, and push it into amore complicated situation. At the same time, in recent years, because of thepopularity of the Internet, network has gradually become a new method for publicsupervision and the expression of interest. The conflicts in real society also show upthrough the network. Among them, the network group incidents as a virtual image ofreal social group incidents happen frequently. The network group events led toextreme volatility of people’s emotion and psychology. It caused a serious affect onpeople’s normal production and life. It had a profound impact on China’s political,economic，social, cultural environment, and also led to the influence government’spublic policy and schedule in all levels.Network group incidents turn up more and more as the trend of dynamic publicemergencies. In the fourth session of the eleventh session of the National People’sCongress，the "government work report" of2011was made. Premier Wen Jiabaoparticularly stressed the importance of strengthen and innovation in socialmanagement. Improvement of emergency system and crisis management ability, aslong as resistance ability of risk can be very important to the whole society. Clearly,the Chinese government is facing an important problem that how to strength thesupervision of network and how to improve the expressional mechanism of publicinterest. There is an urgent need for both the government and academy to pay greatattention to the following questions. How to deal with the network group incidents?How to establish coping mechanisms? How to handle with the relationships betweenthe interests of all parties? How to make the risks and losses to a low level? In orderto ifnd the lack of governmental behavior in dealing with the network group incidents,put forward some suggestions, eliminate the adverse effects, and make a good controlof the network group incidents, so as to make great preparation for dealing with andcontrolling the work of such events. We should have an in-depth understanding andanalysis of the characteristics of the network group incidents, the formationmechanism, and the problems in dealing procession.This paper introduces the meaning, characteristics, formational mechanism andits relationship with the government behavior of the network group incidents. It explains the positive feedbacks between participants, games among differentgovernments in the dealing with network group events, and games betweenparticipants and local government. This paper analysis’’ Qian’’ event inYueqing，Zhejiang province, make a critical restoration of its evolution of the event,which from initial to expand and eventually to non-rational. On the basis of theanalysis of’’Qian’’ event, reveals many problems in response to network events of thegovernment, including the lack of supervision, interaction in information,administrative behavior, expression mechanism of public inetrest, and relative lawsand regulations.In the background of network information technology, network openness and theimmediacy make a great signiifcance. The network group incidents bring features oftimes as it is the product of its era. The paper based on such theories as the theory ofpublic emergency management theory, behavior theory, network communicationtheory, and information theory. The main research methods are literature review andcase analysis. By the way, it is a combination of qualitative and quantitative methods.Through the analysis of report on newspaper and the network forum posting, it showsthe network of the reaction to the’’ Qian’’ events of public and media. It explains thegame between government and the public, and game in different level of government.Combining with the government’s response to the network group incidents, methodsand mechanism defects, the author summarize the experience and lessons. The policysuggestions were put forward from the angle of public administration, includingperfecting the supervision of government in network, strengthening the interactionbetween government and the public, regulating the government administrativebehavior, improving public expression mechanism, and establishing relevant laws andregulations.
