Research On Governance Of Network Group Incidents Based On Deliberative Democracy

Network group incidents have become a new challenge to social governance in the network era. In recent years, network group incidents, which were amplified and evolved after spread by network, emerged in endlessly. It has turned into the challenge to governments at all levels for social responsiveness. Because of the method of ’Rigid Control’ when government managing the network group incidents, grassroots political ecology has been affected on the view of effect. After studying the generation mechanism and the evolvement logic of the Network group incidents, this paper set up a mode of deliberative governance with the theory of deliberative democracy. The aim is to resolve the social conflicts and enhance social stability with the method of participatory democracy.This paper has more than180,000words and is constituted by six logically arranged parts and one conclusion. The first chapter is the introduction to the object of study and the methods. The second chapter will discuss the intension and characteristic of network group incidents theoretically from the various academic views. In the third chapter, formation mechanism and developing logic of the network group incidents have been interpreted deeply. The fourth chapter focuses on cause analysis, which is about the dilemma of government when they handling the network group incidents based on typical cases and interview material. Application values and practical conditions of fundamental tool have been analyzed in chapter five. The sixth is countermeasure about the mode of deliberative governance for network group incidents from the dimensionality of process and system. The last part is the conclusion and forecast. Chapter2Theories of Risk Society, Social Conflict and Collective Action which related to research of network group incidents have been systematized and interpreted from the theoretical Level in this chapter. The purpose is to enhance the guidance and the applicability of network group incidents deliberative governance mode. The operation logic of this mode should obey the generation mechanism and evolution rules of the network group incidents, which should include three major steps:interest expression and deliberative absorption in risk mitigation, cyber-response and deliberative persuasion during public opinions monitoring and emergency decision and deliberative response in crisis disposition.
