A Study On Petition Work In Rural Area Of Ningyang,shandong

China is now in the initial stage of the socialist cause. In recent years, with thedeepening development of political restructuring and economic reform, a lot ofproblems have emerged in the rural areas, and the amount of peasants’ petitions hasrisen accordingly every year. Currently petition has become one of the mostimportant ways to have their appeals heard. Therefore, to establish the open andeffective petition mechanism to better deal with the letters and calls from the ruralareas so as to solve the peasants’ problems timely and effectively bears greatsignificance on the stability and harmony of the whole society of China.This essay introduces the general theory of the petition system through sixaspects including petition, orientation of petition work, petition system, the basis,history and functions of the petition system, which forms a comprehensive idea ofthe petition system. With regard to the petition work in the rural area of NingyangCounty, it shows the features of petition growing stable, relatively great proportionof countryside problems, serious phenomenon of repeated, collective and leapfrogpetition, and the difficulty to solve incidents of mass petitions. In light of the petitionwork in rural area of Ningyang County, there still exist the problems including theimperfection of system, malfunction of petition and deficiency of petition agenciesand functions. In this essay, in-depth analysis was carried out to find out the reasonsto the problems so as to act according to the situation and improve the petitionsystem in the rural areas.In combination of the collected opinions of the masses through investigationwith the methods and experiences from the management of cases, further study wasmade for petition work in the aspects of theory and system in this essay. At the sametime, it offers suggestions for reform and improvement in dealing with the petitionwork in the rural area. From a long-term point of view, firstly, efforts must be madeto establish the long-term working mechanism to solve petition problems on thebasis of system innovation. Secondly, efforts must be made to promote theinstitutional process of petition reform and put petition system on the track of law.From a short-term point of view, improved working methods and way of thinkingneed to be formulated for petition work systematically.A set of relatively improved working mechanism for petition work in the rural area has been established in China. Some problems come out in the concrete systemand the implementation of the mechanism. In combination of the practice andinvestigation results in the petition work of Ningyang County, this essay offers somesuggestions based on the research and proof of related theories. It hopes to be ahelping hand for the improvement and development of the petition mechanism forthe rural area of Ningyang County. At the same time, hopefully this essay will helpto eliminate some misunderstanding towards grassroots’ Party’s and Government’sagencies as well as the departments in charge of rural petition so that they will getmore necessary support and understanding.
