As an important research topic, NGO makes great significance to the construction ofdemocratic politics and formation of civil society. How to implement the publicresponsibility and supervision system of NGO and strengthen the internal constraints isdirectly related to its own ability to better development space. In China,influenced byhistorical culture, political and economic system, NGO is different from NGO properwhich is advocated abroad. At the same time, unlike government and market, NGO inChina plays an important role during the public resources and public problem solvingprocess. The NGO with Chinese characteristics is the starting point of this study.Starting from the basic overview of NGO, this paper probes into its Chinesecharacteristics which include relying on the government and lying special institutionalenvironment; presenting professional trend and uneven developments all over the country;reshaping the organization credibility. Through two dimensions of public responsibilityand supervision system, reveals the present situation of the weakening of publicresponsibility and incomplete supervision system in Chinese NGO. Then, on the basis ofusing successful experience of other countries for reference, it recommends ways topublic responsibility and optimization measures to supervision system. This paper willcombine theory and case, thus achieve self-discipline and institutional norms of NGO,finally resolve negative effects of "crisis of confidence" on NGO development.
