Research On Government Responsibility In Urban Public Safety Management In China

With the development of science and technology and the continuous integration of urbanization,the urban unsafe factors in China are gradually increasing,and urban public safety issues are gradually highlighted.These problems of urban public security have brought great challenges to the government.The improper management of the government will cause social unrest and threaten the safety of people's lives and property.As the leader of urban public safety management,the government should fulfill its corresponding responsibilities to solve urban public safety problems.At present,the development of urban public safety management in China is still in the exploratory stage,and there are still some problems to be solved,such as inadequate supervision,inadequate laws and regulations.Therefore,it is imperative for the author to study the government responsibility of urban public safety management.This paper has important theoretical and practical significance on how the government maintains social stability and guarantees the safety of people's lives and property in urban public safety management.Based on the analysis of the responsibilities of the government in the management of urban public safety in China,the author focuses on three aspects:explaining the specific problems of the government in the management of urban public safety,analyzing the reasons,and putting forward specific countermeasures for the reasons.This paper is divided into the following parts:The first part is the introduction.The author elaborates the research background and significance of government responsibility in urban public safety management,the research summary at home and abroad,the research ideas and the main framework,and puts forward the innovative points and difficulties of this paper,and introduces the research methods of this paper.The second part is the core concepts and theoretical basis of urban public safety management and government responsibility.The author combs out the two core concepts of urban public safety management and government responsibility,and lists the specific responsibilities of the government in urban public safety management: the responsibility to maintain social stability,the responsibility to formulate laws and regulations,the responsibility to assumecommand and coordination,and the responsibility to perform supervision and management.Responsibility and responsibility for material support.Based on the theory of government responsibility,risk theory and new public management theory,this paper writes the content.The third part is about the problems and reasons of government responsibility in urban public safety management in China.The author introduces the current situation of government responsibility in urban public safety management in China,and analyses the five dilemmas of our government in urban public safety management: insufficient government guidance,imperfect laws and regulations,insufficient command and coordination efficiency,inadequate performance of supervision,material delivery.Supply is lacking.And the deep-seated reasons are analyzed: the government-based thinking is serious,the government responsibility mechanism is imperfect,and the public safety management system is imperfect.In the fourth part,in order to improve the Countermeasures of government responsibility in urban public safety management,the author puts forward effective countermeasures to improve the government responsibility in urban public safety management: the government should establish correct responsibility consciousness,constantly establish and improve laws and regulations,gradually improve the government responsibility mechanism in public safety management,and focus on building the management system of urban public safety.
