Responsible Government is a duty-based government, which subverts the power-based logic fundamentally. It tries to define a reasonable boundary of government authority in the form of government responsibilities, in order to restrict the performance of the power. To achieve this change, it relies not only on the drive of the subjective sense of responsibility, but also an effective monitoring mechanism. This is also the starting point and the end-result of this article.The article starts from the establishment of the government responsibility system. After deconstructing the existing texts related to the monitoring system, it finds the problems in the existing system and builds the basic framework of the new monitoring system, by means of analyzing the monitoring system elements, including subjects, objects, forms and procedures. Comparing the two kinds of monitoring mechanism, it is necessary to discuss the active role in the construction of Responsible Government and the internal and external security system to achieve Responsible Government, which will realize the effective function of the new monitoring system.In this paper, to explore the suitable monitoring mechanism for Responsible Government is the final goal, the changes of governance concept as the logical starting point, ways to achieve Responsible Government as the focus for the study, building a new monitoring mechanism as the key aspect and the operation of the supervision of the main as the basic architecture. This new system has been given a new meaning to make the supervision more diversified, daily and systematical. Under the new monitoring mechanism coordinated by a variety of social subjects, Responsible Government will finally be achieved.
