Research On Troubles And Countermeasures In Military Petitioning System Construction

As a key part of our military political work, military petitioning system is playing aunique role in the social activities of our country. Armymen, civilians, fictitious personor other organizations can give their opinions, make suggestions or appeals to eachmilitary department through letters, telephone calls, visits and some other ways. Theyalso make efficient supervision on the illegal behavior of army and the armymen. Thesenior office and the officer of the People’s Liberation Army (PLA) could then improvetheir relationship with the subordination and the civilian, and know their minds, listen totheir words, understand the collision of people. The four headquarters have promulgatedthe new military petitioning ordinance on Sep.1,2006. A novel phase for petitioningwork by law is then started in PLA. Several new troubles to be faced with in the newperiod of social development, as growing compliant visits, prominent collective appeals,enlarged petitioning participants, increased abnormal petitions, have put forward newand urgent challenges to military petitioning system construction. Taking the throughresearches on those problems and making specific proposals to help strengthen andimprove the military petitioning system construction, will be of great importance to theconstruction of the socialistic harmonious society and the maintenance the stabilizationof the society and the army.Based on the research weakness on military petitioning system construction anddeficiency in its theoretical research, this dissertation is dedicated to making specificproposals to help strengthen and improve the military petitioning system constructionby using basic theory of public management, systematology, case analysis, etc. Thebasic concept and fundamental of petitioning system construction is firstly demonstrated.Basic concepts, petitioning, petitioning system, and system construction as well as theirlaw connections are all formulated. Principle, procedure that is necessary for petitioningprocessing is both explained. The routine of petitioning issue is also discussed, a briefintroduction of petitioning system construction theory is introduced. The developinghistory of petitioning system in our country is traced, as well as the establishment andadvancement of the military petitioning system. The property and significance of themilitary petitioning system is discussed. The developing situations of nowadays militarypetitioning system is illustrated in this thesis, and the main problems encountered inpetitioning are also pointed, followed by the through analysis of military petitioningsystem problems. The main problems include the ambiguous status and unclear lawrelationship of military petitioning, distemperedness in petitioning organization and thedeficiency in policy implement, unsmooth communion channel and lack in reception ofvisitation, inconvenient ways and outdated manners in the petitioning communication,difficulty in solving practical problems caused by faultiness in petitioning institution. A through analysis on military petitioning system problems is also conducted from theaspects of guiding ideology, law relationship, justice system, petitioning work troops,supporting measures, social environment. After undertaking a comprehensive anatomyof military petitioning case, several efficient proposals to help strengthen and improvethe petitioning construction in military are also concluded. The countermeasures includefully getting rolling of petitioning system revolution to be adapted to the reform andopen environment, strengthening the guiding ideology and policy support in revolutionof military petitioning system, clarifying the law relationship and status of militarypetitioning system to help lay its foundation, completing the petitioning institution andbroadening communication channels and ways to enhance its effectiveness, completingthe accountability system to ensure the petitioning work can be carried out and fulfilledin all departments, perfection of administration system in military petitioning by takingfull advantages of modern information administration platforms, innovation of workingin petitioning to comprehensively enhance the efficiency of military petitioning works,integration of multiple departments to solve those difficulties in petitioning thoroughly.
