The subject of our research lies in the petitioners whose houses were pulled down during Chinese urbanization process.We focus on the causes of the petition phenomenon in our society as well as the governance of petition system, seeking to unveil the difficulties confronting the local government when dealing with the petition letters with the quantitative method. To step further, the essay discusses the institutional factors relating to those difficulties.Different from most current literature on petitioning, the perspective of our research uniquely centers on the local government rather than petitioners themselves. We propose that the reason leading to improper governance and ceaseless abnormal petitioning is the top-down index assessment mechanism existing in our government. Hence, to manage the improper petitioning from fountainhead, local government must be regulated during the construction of cities. Besides, the assessment system of petition governance must be reformed, so as to legalize the problem-solving process, with the guarantee of judicial independence and justice.
