A Case Study On The Governance Of Upward Petition In Chengdu City,Sichuan Province

Along with the rapid development of our country's economy and society,the benefits pattern has a profound adjustment,the people's need for a better life is growing day by day.But the level of modernization of grassroots governance system and governance capacity is insufficient,some of the people's problems cannot be solved in time and on the spot,which causing contradiction and petitions upward to a higher level instead of solving them on self,has become a governance problem that cannot be ignored by governments at all levels.This thesis takes the practice of upward petition governance in Chengdu as the research object,focusing on the key of enabling the grassroots to resolve the petition contradiction in a timely and local manner.It describes the whole process of governance through case descriptions,presents the real effect of governance through investigation and research,and uses empirical analysis to analyze the governance approach to summarize specific experience.Used the new public service theory,governance theory,principal-agent theory as the guidance respectively,this thesis conducts an analysis from the three dimensions-social situation and public opinion platform of service-oriented government,multiple roles help to solve contradictions,and the handling mechanism of petition by proxy-on the governance practices of upward petition in Chengdu,which elucidated the ideas of the change from passive acceptance and handling to active source prevention,from extensive management to efficient governance,from the thinking of maintaining stability to the thinking of solving problems.It has a way from the outside to the inside,layer upon layer,explore effective timely on-site to resolve the problem of people's distress sorrow for the grassroots governance of the new path,and strive to build a new pattern of grassroots petition work of joint construction and joint governance and shared benefits,achieving the goal of “ little things solved in the village,big things solved in the town,contradictions not hand in,petition not go up” to safeguard and develop the fundamental interests of the people much better.This thesis enriches the research on the modernization of grassroots petition governance system and governance capacity in China,and has positive inspiration and reference significance for grassroots petition governance in other cities.
