Abstract/Summary:
The Hakkas, a special ethnic group, during its special developmentprocess, has formed its own communities of clan and set up a system of civilmutual security with its own unique characteristics,. Meanwhile, it has made agreat contribution to promoting the social and economic development in theHakkas communities. Along with the changing times, this system of mutualsecurity is tend to be disintegrating and weakening, particularly the impactfrom market economy, whish makes the people in the Hakkas communitieschoose instrumental rationality instead of value rationality in terms of socialsecurity, it has caused a series of changes.The current social security in the Hakkas communities is mainlyconstituted from family, individual and government level, there are nodifferences with the non-Hakkas communities. Overall, the social securityfrom government is on a low level, with a narrow covering range and notentirely, which still needs to be improved and enhanced. In addition, it willencounter a variety of troubles and potential risks, such as the supportingsystem of the security fund, the justice during the process of operation, theestablishment of supervision mechanism and so on, they will all influence thesecurity system’s healthy operation to some extent. At the same time, thesecurity from family and individual is facing some unprecedented challengesas well: the atomization of family and individual is aggravating, some securityfunctions are separated from family and individual, the residents’ needs on thespiritual level are not met. Fortunately, the mode of civil mutual-security canbe a good reference for this series of issues, it can make up their differencies toa great extent and perfect the security system in the Hakkas communities. Andfinally, make the civil power as a supplementary strength.I choose Bailu village, a typical Hakkas community, as a starting point,carry on a comparative analysis between the traditional civil mutual-security and modern social security from the aspects of education, medical treatment,pension, social welfare and so on one by one, and also between westernsecurity and that of Chinese. I put forward a new mode that is combined theHakkas civil mutual-security with modern social security, and give mypersonal advice for the concrete situation in Bailu village. Aiming at findingout and extracting the experience in the system of the civil mutual-security inthe Hakkas communities, ultimately, setting up a new social security system,which is constituted by family, individual, government, civil power, satisfyingthe local needs and in accord with the special culture in the Hakkascommunities.
