This paper tries to put forward the standpoint that the development of e-government shouldtreat public service as a guide and respond to public demand by reviewing and comparative analysisof the e-government develop model of China and Singapore, then treat it as a starting point for furtherconstruction of e-government in our country. With the related theory of e-government elaborates theconcept, provided a basis for the back of the in-depth analysis. Then it summarizes the developmentstatus of e-government. Trough considered as part of the world, we make clear the level ofdevelopment of China’s. The paper sorts out the course of development of China’s e-government,comparing with Singapore’s development process in e-governmeng. And then analyzes the presentsituation of Singapore e-government from, comparing China and Singapore e-government all-round inthe whole framework. Finally, according to the comparison on the development mode of theelectronic government affairs and China’s specific conditions, we concrete the specific suggestionsand measures. That is the government should insist on the public service as the purpose to develope-government, strengthen the coordination and integration ability to establish the "one-stop" service,introducing competition mechanism to promote e-government efficiency, establishing and improvingrelevant laws to protect the fairness of the channel of access to public services. At the end of thispaper, it also predicts the future development trend of China’s e-government according to thedevelopment situation, China’s development potential and policy.
