China is now in the critical period of comprehensively building the Xiaokang Society, andaccelerating the modernization of a socialist China. Young cadres, as an important part of thecadre team, are a solid foundation and guarantee of the continuous development of the Party’senterprises. The report of the18th National Congress of the Communist Party of Chinaexplicitly pointed out that there is a need to deepen the reform of the personnel system,construct a high-quality office team, optimize staffing and leadership structure, increase theintensity of the training and selection of young cadres, encourage them to gain experience onthe grassroots level and in areas with poor conditions. This is the party’s as well as China’snew requirements and challenges for forming the leading body in the new era and newsituation.The key of constructing a high-quality ruling team lies in the establishment of a scientifictraining and candidate electing mechanism. The selection and cultivation of young cadres, is afundamental issue concerning the reform of the cadre and personnel system. From a nationalperspective, it affects not only the stability and continuity of the policy and the line of theparty, but also China’s long term stability and security as well as the successors of theendeavor of building a socialism with Chinese characteristics; from Guangdong Province’sregional perspective, it is closely related to the construction of the provincial cadres team andto the training and supply of candidates for senior posts, which influences the centralgovernment’s decision-making and deployment. Therefore, it is necessary to attach greatimportance to the study of the cultivation and selection of departmental level young cadres ofGuangdong province from a strategic perspective.This paper expounds the theoretical basis and policy changes over the cultivation andselection of young cadres. Through questionnaires surveys, case studies and other socialanalysis methods, the paper conducted a comprehensive investigation on the basic situation ofthe young cadres team of Guangdong Province. On this basis, this paper elaborates the basicstatus of the construction of the provincial level young cadre team of Guangdong. It mainlyanalyzes young cadres’ promotion path, development environment, policy implementationsituation, existing problems and their causes. It also discusses the importance and urgency ofestablishing a mechanism of training and selecting provincial level young cadres inGuangdong. Finally, combining the actual circumstance in Guangdong Province and aiming at the rootcauses of the existing problems, this paper puts forward some opinions and suggestionsregarding how to improve, from the perspective of mechanism, the provincial level youngcadres’ election system and training system, providing references for the further strengtheningof the construction of the cadre team and for the standardization and scientization of thepersonnel system.
