Research On City Community Leadership Under The Perspective Of Talents Cultivation Of Community

Under the social governance structure,community is the basic social unit.While comparing with other social administration structures,the nature of community asks for the leaders in community to develop certain characteristics in the process of social administration.Therefore,under the current backgrounds of social administration,the development of the ability and skills of community worker especially the community leaders is very important.However,related analysis in this area is very rare but some common models of leaders.Under this serious academic background,combined with the current community development of Shanghai.This research is trying to build an leadership model of community leader on the basis of the empirical study of 33 communities of X District.Meanwhile,providing some academic basis to theories of community leadership.In this paper,after summarizing the related theories of the past,the paper analyses the current situation of community governance in Shanghai,introduced related theory,research methods and trends.On this basis,we propose a research framework and research ideas,and then,we start anempirical study of leadership in Shanghai X street which is divided into two parts: The first part includes seminars and behavioral event interview of community leaders.On the basis of literature data retrieval,we made the leadership questionnaire for the next step.the second part of the empirical study is the statistical analysis of leadership questionnaires.After the data reliability test and validity test,we concludes six major features of community leadership,that is the ability to innovate,achievement drive,management skills,strategic planning ability,initiative,the ability to develop community atmosphere.After the verification of those features,from the perspective of Community Talent Cultivation,we build a model of community leadership.Based on the analysis of leadership model,from the perspective of Community Talents Cultivation,we developed some suggestions for the talent recruitment,training,performance appraisal and succession planning of human resources management system to help promote community human resource management theory and improve the application level.Finally,we made the conclusion and point some drawbacks of this research,meanwhile,we proposed the future prospects of community leadership.and the research director of community committees competency model proposed future prospects.
