In Twenty-first Century, the aging population becomes one important issue. Withthe changing of age structure, countries are entering aging society global wide. Thuspension has become a common problem which all the nation is currently facing. Alongwith aging population problem, Chongqing’s proportion of elder population hasincreased significantly. As a result, the demand of public pension services has increasedrapidly. Therefore, expediting the developing and training of public pension services hasbecome the major task because it could be an effective solution to the aging populationproblem. In the view of these facts, this paper is using the theory of Maslow’s hierarchyof needs, based on literature reading, paper surveying, face to face interviewing andmany other methods, to analyze the needs of the elder population. Also, by investigatingsupply and demand situation、infrastructure、and service level, this paper analyzedcurrent situation of public pension services in Chongqing. The analysis of pensioninstitution has been divided into three different aspects: management, staff, and nursingschool’s training procedure in Chongqing, which concluded the current problem of theconstructing public pension services. Then by a close reading towards current policy、funds and legislation, this paper is able to make a detailed analysis of the cause of theproblem of constructing of public pension services. Also, this paper also made acomparison of nursing training procedure between domestic and foreign. By combiningwith the actual circumstance in Chongqing City, this paper proposed a suggestionregarding integrating policy、raising funds、completing legislation、improving nursingtraining procedure and more. Moreover, this paper established machinery in order tomanaging qualified nursing, such as talent developing、accessing、training system、rewarding、evaluating system、and volunteering. In more detailed way, this paperbringing out specific details of how to set up the access mechanism to strengthen theconstruction of occupation, perfect training system to improve the quality of talents,perfecting the evaluation system for its supervision function, the introducing socialforces to promote voluntary service. The idea is to establish a nursing team that has areasonable structure and trained in high quality, which could be a strong support toaccelerate the constructing of public pension services in Chongqing.
