As the only socialist country inAmerica, Cuba has been enduring political andeconomic blockade by the US since1961.During this period, the US also keptpromotingdemocracy and human rights among Cubans in a bid to overthrow theadministration under the leadership of FidelCastrogovernment, but failed to achieveany result. After Obama came into power, the US government started to adjuststrategies for Cuba, while the latter has seen impressive results thanks to economicreforms over the past few years.First, this essaytakes an overview of theObamagovernment’s policies towards Cuba by analyzing the adjustments of its globalstrategies, which feature public diplomacy with both favorable and oppressivemeasures.In the meantime, the US government conducted appropriate officialcommunications and eased sanctions on Cuba in an effort to improve its reputationamong Cubans. Second, this essay analyzes the reasons of the Obama administration’spolicy changes, which resulted from the obstacles faced by George Bushadministration in designing policies targeting Cuba, Cuba’s economic reforms, andthe adjustments of the Obama government’s global diplomatic strategy. At last, thisarticle predicts that there is still a long way to go before the two countries abolishingembargo and restoring relationship, despite that the tension between them wouldfurther ease in the future.
