Due to the complexity of the historical reasons,various endowment insurance ofChina failed to be designed systematically as a entirety, which formed the situationthat the mode of endowment insurance showing as segmentation between systems,between urban and rural areas, between different region, and caused great differencesbetween civil servants, institution staffs and other social hierarchies. As the furtherdeveloping of China economic system reform, endowment insurance as the importantpart of social insurance system pasted a unitary era. But, a civil servant socialendowment insurance which matches with the economic system and the whole socialinsurance system has not been established, and this impeded the deeper reform.Therefore, establishing a series of civil servant social endowment insurance system byaccording to China’s national conditions is extremely imperative.
