The supply of public service is an important content of the construction ofservice-oriented government and it is also a considerable responsibility of thegovernment. To realize the equalization of public service has important significancein promoting the integration of urban-rural, constructing the harmonious society,realizing the “China dream”. Public service system contains a variety of content, suchas health caring, education, social security, and etc. Equalization is to make allcitizens enjoy equal social rights in the field of public service.Community education equalization is part of the equalization of public service;this paper studies the equalization of public service take the urban-rural communityeducation in Jiangsu province as an example. First, this paper summaries and analyzesthe domestic and foreign scholars and experts’ theoretical and achievements on theequalization of public service and community education. Second, this paper star fromconstruct theoretical, defining relate concepts of equalization of public service andcommunity education, including community, community education, equalization ofpublic service, putting forward that achieve the equalization of urban-rural publicservice plays an important role in the construction of the socialist harmonious society.Comprehensively expounds the three theoretical basis of article, has laid a solidtheory foundation for future writing of the article. Then, to analysis the communityeducation in urban and rural areas of Jiangsu province, through the demonstration, wefind the problems in the process of promoting integration between urban-ruralcommunity education, like the relative scarcity of resources in rural areas under thedual structure、lack of understanding of the rural community education、the weaknessof the supply ability of rural public service, etc. Next, this paper discussed the reasonwhy the problems of rural community education from the macroscopic angle, not onlythe reason of system and policy, but also the factors of organization construction andmanagement. Last, we combine the theory of new public service, justice, governance,putting forward the policy in the aspects of system level, like promoting thetransformation of government function, enhancing the ability of the government’spublic service、increasing fund investment, improving the difficult situation of ruralfinancing, playing the dominant position of rural residents, realizingmulti-cooperation supply of public service, etc. With the aim to further promote the equalization of urban-rural public service and offer advice and suggestions,accelerating the urban-rural integration pace.
