Research On The Equalization Of Basic Public Services In Jiangsu Province

Basic public service is a kind of public service which is dominated by the government,ensures the people's survival and development of the people and is compatible with the level of economic and social development.The equalization of basic public services is reflected in the fair basic public services that the people can achieve fairly and equally and the core is to promote equality of opportunities.In view of the rapid development of China's economy since the reform and opening up,the development of basic public services has achieved remarkable results and the core contradictions facing our society in the current era.We have realized the importance of strengthening the function of public service and balanced development and put forward the goal of equalization of basic public service.This paper takes 19th CPC National Congress's report as the starting point of the core contradiction of our society,"the contradiction between the growing needs of the people for a better life and the unbalanced and insufficient development",and takes the equalization of basic public services in Jiangsu as the research object.Based on basic public education,basic labor and employment entrepreneurship,basic social insurance,basic medical and health care than in four aspects,using data object analysis of the basic characteristics and current development situation and existing problems.And the existing problems of basic public services are summarized,from three different kinds of the reasons.In view of the human resources social security department has undertaken the basic labor employment and entrepreneurship,the basic social insurance of the two basic services functions.The basic public education secondary school can cultivate talents with"energy" in the dual promotion,and undertake the policy guarantee of basic medical and health care with the urban and rural integration of new rural areas.Since 2014,Jiangsu Province has actively carried out the construction practice of equalization of basic people's social services by vigorously implementing the people's livelihood happiness project which has certain promotion value and experience enlightenment.This paper discusses the realization path of the equalization of basic public services in Jiangsu based on the practice of equalization construction of basic human services in Jiangsu province.Finally,based on the objective analysis and judgement of Jiangsu's basic situation and case practice,the following countermeasures and suggestions are put forward to realize the equalization of basic public services:In the aspect of management system,through optimizing the government public service policy,deepening the government public service system and strengthening the government public service function,the inclusive,managerial and service-oriented government with equal development can be constructed.In the aspect of financial system,through exerting the function of public finance,perfecting the system of purchasing service,establishing the mechanism of supervision and examination,we can achieve the equal orientation,social supplement and improve the efficiency;In the aspect of supply system,through the implementation of hardware facilities,service content,information network and service team construction,to achieve hardware facilities effective upgrading,effective optimization of service content,effective docking of information networks,limited professional service team.
