Basic public education service is a function of modern government’s public service, which has public and fair characteristics. The level and quality of public education service are directly related to economic development and social harmonious. Therefore, the government needs to constantly optimize the service supply of public education, promote the balanced development of public education, so as to achieve the equalization of basic public education and guarantee the efficiency and fairness of public education.Guangdong Province formulated<The outline of basic public services equalization in Guangdong Province(2009-2020)>in 2009. It points out that Guangdong should establish the province’s unified public education system and improve the overall level of education. At present, Guangdong has achieved significant results in total supply and quality. Free compulsory education in urban and rural areas and high school stage of education has been fully achieved. The largest professional education system has been built too. But at the same time, the development of compulsory education in urban and rural areas, regional and inter school is still not balanced; the supply of public education service and the need of labor do not match; There is a gap between public education supply and people’s demand too.In the background of Guangdong actively promote the equalization of basic public services, the supply of Guangdong public education service should continue to optimize with economy and people’s demand. The study base on the public product theory, the new public service theory, showed the problem of Guangdong education public service supply and analysis the causes through literature and statistical materials and related survey. Finally, drawing lessons from the experience and practice of public education reform in Japan, Germany and Singapore. The paper puts forward the reasonable suggestions on optimizing the supply of public services in Guangdong province from the aspects of financial investment, supply structure, institutional mechanisms and educational resource allocation.
