Study On Configuration Of Public Service Facilities In Jiangsu Province In The Perspective Of Equalization

Since the concept of "equal basic public services" was put forward for the first time at the Fifth Plenum of the16th Central Committee of the CPC in2005, the party and the has been to put achieving equal basic public services as one of the goals of the new period. In response to the call of promoting equal basic public services, the government of Jiangsu province also gradually pays attention to the construction of public service facilities. They add the career planning of public service to the economic and social development planning and urban planning and introduce a series of policies, suggestions and measures to promote the construction of the public service. However, because of being used to pay much attention to the economic development, Jiangsu province neglected the construction of public service facilities. As a result, the development of public service facilities construction in Jiangsu province is far behind the pace of economic development. There is a sharp increase of demand of public service facilities in Jiangsu province but the supply of public service facilities is relatively insufficient and uneven. The contradictions are increasingly prominent and the regional gap between public service facilities configuration are also rising in Jiangsu province. It is necessary to do a research on public service facilities configuration of Jiangsu province for the realization of the equal public services in Jiangsu province.Under the equal public services horizon, this paper is going to build the evaluation index system of the level of public service facilities configuration in Jiangsu province according to certain principles and combining the related status in Jiangsu province and based on the theory of efficiency and fairness and related evaluation index system of public service. Through the evaluation index system and combining with SPSS to analyze the current situation of the public service facilities configuration of the various cities or countries in Jiangsu and the factor scores of various cities or countries will be concluded, which reflect the relative levels of municipal public service facilities configuration. On that basis to analyze the public service facilities configuration differences under the Jiangsu provincial horizon. The related factors influencing the public service facilities configuration and the level of public service facilities configuration in Jiangsu will be made a correlation analysis to find out the main influencing factors, then analysis the specific reasons for the public service facilities allocation imbalance in Jiangsu. At last in order to improve the overall level of public service facilities configuration in Jiangsu province, this paper will put forward some policy Suggestions to make great contribution to promote the equalization of public service process in Jiangsu province.
