Research On The Policy Transfer Between Countries

Policy transfer is a long-time phenomenon within every country’s policypractice.It means in the process of the development and implementation of publicpolicy,the national government use the knowledge,goals,tools,technology andinstitutions in other countries for reference,transplantation and introduction todevelop and improve their own difficult public policy issues.In recent years,China’scoal mine safety accident has become increasingly prominent,the fundamentalreason is that the coal mine safety management policy has seriousshortcomings,while in America the mine safety management has achieved greatsuccess, the related policy is worth our learning and transfer. This paper based on thetheory of policy transfer between countries. Firstly,it introduces the concept of policytransfer, then analyzes the basic elements influencing the policy shift, such as thefactors of the policy itself,policy issuses factors and the external environmentfactors. On the basis of the policy shift theory research, the rest of this article studiesthe transfer of mine safety policy between China and the United States. First of all, itstudies the feasibility of mine safety policy shift from the perspective of macro andmicro of the two countries: the background of globalization, marketization andinformationization provides the conditions for policy shift.All kinds of problems ofthe mine safety management policies in China and the the successful experience ofmine safety management policy in United States promote the occurition of policytransfer between the two countries. Then through the analysis of the influence of thenature, society, economy, culture and so on on mine safety management policy of thetwo countries.It concluds a policy transfer strategy choice, our country’s mine safetymanagement policy should insist on China’s subjectivity,and transfer the reasonableelements of the related policy.
