The Analysis For Government’s Role In The Community Service For The Aged

With the increasing population-aging trend in China, according to the NationalOffice on Aging released the “China Aging Development Report” of2013, thepopulation of elderly60has been over200million, and the peak predicted will bereached more than400million. Aging population has put pressures and challenges toall parties, the manner in which the elderly endowment cannot be ignored.Community support as a new way to be raised in transition of China in the21stcentury: it has drew on the advantages of family pension and institutional pension,and widely used. Meanwhile, with the economic development in today, communitycare service as an important part of community support that has not only protect thebasic living conditions of the elderly but should and must provide a large number ofphysiological and psychological for the elderly development of various services. Atthis stage in China, pension service as quasi-public goods entirely supplied by thegovernment or its market will result in shortages, at the same time the marketbehavior of individuals and institutions will be guided by the government in large part,so what role the government plays and how to do in developing community pensionservices becomes an important question that we will study. This paper will analyzeassociation between government’s role and community pension services, researchwhat role the government should play in community pension services, and how toplay the role of the government, and then made the objective needs of the elderly andtheir families satisfied.This article is divided into six parts, and main contents are included as thefollowing:The first part is introduction that describe the research background andsignificance, contents and framework, the literature review, research methods, andproposes the main innovations of this article; the second part describe the basictheories and relevant conception, elaborate the correlation between communityservices for the aged and the government positioning; the third part is the relevantpolices on foreign government in the community service for the aged; the forth partmainly analyzes absences of roles of our government in the community service for theaged; the fifth part is based on the achievements and successful experiences of abroad, and put forward countermeasures to remold our government role in the communityservice pension; the last part is the conclusion of the paper which summarizes the mainresearch findings and limitations,and the future research directions.
