With the development of information technology, e-government has become animportant method and tool for our government to transform functions, improveefficiency, reduce administrative cost and establish a closer relationship with themasses. As an important link of government management, performance managementof civil servants is significant not only for human resource management ingovernment, but also for transforming functions, improving efficiency and reducingadministrative cost. Applying e-government system to carry out performancemanagement of civil servants is a reform of traditional cadre assessment system andan innovation to further stimulate civil servants’enthusiasm and creativity.Starting from research status of e-government as well as performancemanagement at home and abroad, learning from the successful cases of performanceassessment in internal and overseas public sectors, using some relative theories ofhuman resource management in public sectors and combining the actual situation ofXiamen Customs, this thesis designs a quantitative evaluation system based onvarious job functions. In addition, this thesis tries to make assessment procedure morereasonable, assessing indexes more rigorous and assessment methods more scientificby building up an evaluation system based on e-government and introducing modernperformance assessment method. Under the background of e-government, the authorhopes to take this opportunity to further improve performance assessment system andenhance the quality as well as the level of evaluation in actual work of XiamenCustoms.The innovation of this thesis lies in combination of theoretical analysis andpractical work. It chooses the perspective of e-government’s development to studyhow to promote electronization as well as informatization of performancemanagement in Customs and how to improve its quantitative evaluation system,provides operable countermeasures and suggestions for performance management ofcustoms officers, expands the research space of performance management anddevelops new ideas of performance management of all civil servants in China.
