The Study On Operating System Of State Security Service Company

With the development of the market economy and the continuous improvementof people’s living standard, people are raising higher and higher requirements fortheir personal security and the social security. China’s first security service companywas founded in December1984, and by2010there are a total of more than3000security service companies in China, mostly belonging to collectively ownedenterprises subordinated to local public security organs, with more than3.5millionsecurity employees. Regulation on the Administration of Security and GuardingServices which formally took effect on January1,2010, stipulates that: State organsand their staff shall not set up any security service companies, participate in ordisguisedly participate in the business activities of security service companies. Thusstate-owned security service enterprises, which originally belonged to authorizedinstitutions subordinated to the public security organs, are faced with the reform inthe management system.Through consulting and researching literatures on the reform of state-ownedenterprises and on the security service industry, this paper first analyzes the presentsituation of the current state-owned security service companies and the basiccondition of system reform in state-owned enterprises. Secondly, respectively fromthe angles of the internal and external demands of security service companies, it isdemonstrated that system reform in state-owned security service companies is theinevitable result of the socialist economic development. And then, by using theprevious several schemes of reform in China’s state-owned enterprises as a referenceand analyzing the cases of security service companies with successful system reforms,the paper respectively expounds the problems faced by security service companies intheir system reforms, and stresses that the key issue in the whole process of systemreform is the handling of property right. Then through case study on the systemreform of the security service company in Lingao County of Hainan, how to choose asuitable system prior to the reform is elaborated for security service companies whichare facing impending system reforms. Meanwhile, detailed discussions are made as to the company’s asset distribution, personnel allocation and business plans in theprocess of reform. Finally how the company adjusts its business products based onthe result of the questionnaire survey on service receivers and builds its security teambased on the result of the questionnaire survey on security service personnel areexpounded.Studies suggest that the reform of state security service corporation must bebased on the size of firm, the internal composition of personnel and the businesscontent to select state-owned, joint-stock and private owned these three differentmodels of economic system reform. Meanwhile we must allocate the state-ownedassets rationally according to the reform model selected, avoid the loss of state-ownedassets and Personnel allocation should also be taken into consideration to safeguardthe interests of employees and to ensure the stable development of security servicecorporation. After the reform, the design of business products should formulate areasonable business products according to the market demand.
