The Practices And Experience Of The Construction Of Inner-party Democracy In The Early Period After The Founding Of The People’s Republic Of China

This article embarks from the height of the unity of history and logic, through grasping in-depth the era connotation of the early period after the founding of the People’s Republic of China,trying hard to carry on a more comprehensive and in-depth research into the practices andexperience of inner-party democracy during this period. This paper consists of five parts. The firstpart is introduction, which elaborates this article’s writing background and significance, literaturereview, research methods and difficulties. The second part mainly analyzes and discusses theMarxist viewpoints about inner-party democracy, the connotation, the basic requirements and thebasic functions of the inner-party democracy, thus providing the theoretical support for furtherresearch in the following part of this paper. The third part analyzes the subjective and objectiveenvironments of the construction of inner-party democracy in the early period after the founding ofthe People’s Republic of China, putting forward the practices of inner-party democracy in theperiod of democratic revolution and the establishment of nationwide ruling status of the ChineseCommunist Party constitute the subjective environment of the construction of inner-partydemocracy, and the social conditions and situations at home and abroad after the founding of thePeople’s Republic of China constitute the objective environment of the construction of inner-partydemocracy. The fourth part is based on the definition of inner-party democracy, summarizing anddetailing the five aspects of the constructive practices of inner-party democracy in the early periodafter the founding of the People’s Republic of China, that is strengthening and improving thedemocratic centralism in the party, constructing the supervision of inner-party democracy, carryingout the“criticism and self-criticism”in the party, exercising the democratic rights of the partymembers, putting forward of the permanent tenure in office of Party Congress. The fifth partsummarizes the five pieces of experience of the construction of inner-party democracy in the earlyperiod after the founding of the People’s Republic of China, that is: we must focus on democraticcentralism to promote the institutionalization of the construction of inner-party democracy; wemust aim at enhancing the governing capacity to find the direction of the construction of inner-party democracy; we must depend on the correct political line to improve the scientificity of theconstruction of inner-party democracy; we must use the“criticism and self-criticism”as the carrierto enhance the effectiveness of the construction of inner-party democracy; and we must use theinstitution rigidity as the security to make the normalization of the construction of inner-partydemocracy. Finally, the conclusion makes a further elaboration of the paper’s main points, andmakes an objective evaluation on the historical value of the construction of inner-party democracyin the early period after the founding of the People’s Republic of China.
