Research On The Collaborative Governance Mechanism Of Group Events In China During The Transition Period

Our country is in the social transition period contradiction highlights now, which ofsocial structure, economic system and ideology have taken place great changes. This kind ofreform promotes economic and social sustainable development, but also resultes in various socialcontradictions. These long-term accumulation of contradictions once come across certain inducefactors, it is possible to break out group events.Group events occur with wide range, high frequency, huge damages. the complexity putforward higher request to the government. On the one hand, the traditional single governancemodel obviously can’t meet the requirements of increasingly diversified group events. With thedevelopment of market economy deepens, the government will also have failure behavior, needall social forces to participate in governance. On the other hand, the rise and the increasinglymature of civil society not only provides the social power for the reform of single governancemodel, also provides the necessary social foundation for collaborative governance of localgovernment. Therefore, we need to build the government cooperative governance system ofdominated by government and extensively participated by public.The article, naming of collaborative governance of group events, the methods of contentanalysis, case analysis and comparative analysis are utilized in the research. On the ground ofdetail analysis of group events happened recently, trying to build a framework of collaborativegovernance group events and seek ways to achieve through research and analysis.Firstly, research status at home and abroad are reviewed, then, starts with the introduction ofGovernance, Multi-center theory, and bring forward the concept of collaborative governance ofgroup events, then discusses the nature and features of collaborative governance of group events toset up the theoretic foundation of the system; next, details the relevant overview of group events,and indicates the existence of the current problems and their causes by describing typical cases,then discusses the necessity and feasibility of bringing collaborative governance theory into thegovernance of group events. Furthermore, the article describes the elements of group eventscollaborative governance mechanisms, including the principles, organization, role orientation, governance capacity, information platform, etc. Finally, to achieve group events collaborativegovernance also need to build a security system of the legal system, responsibility system andsocial capitals.
