During the Anti-Japanese War, progressive forces gradually grew under theleadership of the Communist Party of China, and Shaanxi-Gansu-Ningxia BoarderArea became the fighting center in which Chinese people against Japanese imperialistaggression. Due to its special status, Shaanxi-Gansu-Ningxia Boarder Area had toensure the supply of local materials as well as support the long-term task of the war.In order to consolidate the Shaanxi-Gansu-Ningxia base and promote the economicdevelopment, the Party implemented economic policies in areas such as agriculture,land, industry, commerce etc., which resulted in the unprecedented development ofthe economy, providing a strong economic base for the victory of the Anti-JapaneseWar. These economic policies played a positive role in promoting economic andsocial progress in border areas, which fundamentally guaranteed the healthydevelopment of economic construction. Implementation of economic policies not onlyovercame the serious financial difficulties, improved people’s living standards,supported the long-term war but also regulated the social and economic order. Besides,valuable experience was accumulated on economic issues to deal with during the Warof Liberation and statehood.In terms of agriculture and land policies, the government in the Boarder Areasproposed an “agriculture-first” policy while in areas where the land reform hadn’tbegun, the “reducing-rent-and-interest” policy was carried out, thereby ensuringcivil-military life in these areas and solving the food problem and the survivingproblem of the Boarder Area. In Industry, the government put forward the“semi-subsistence” policy, and determine the main objects for development of lightindustry. In order to promote industrial development, the government made heavyinvestments in industry, not only public investment industry, but also supporting thedevelopment of handicraft industry and private industry, thus guaranteeing the army’sand the masses’ need for industrial products and military equipment as well asovercoming the plight brought about by the economic blockade of the KMT. Moreover, the government implemented an “external-adjustment-and-internal-freedom” commercial policy, encouraging and supporting free development ofcommerce of various properties in the Border Area, which took great effect on thestabilization of prices, regulation of supply and demand, speeding up the circulationof goods in the internal market, and the development and prosperity of trade bothinside and outside the Boarder Area.
