Studies On Problems And Countermeasures Of Local Environmental Protection Enforcement

Since the reform and opening up, China’s economic construction has a rapiddevelopment. However, environmental pollution problems have become increasinglyprominent, and become an important factor which restricts the economic and sociallong-term development. Local environmental protection department, as the front lineof the environmental law enforcement agencies, becomes very important. At the sametime, environmental law enforcement work gradually exposed some problems afteryears. The problem of lax enforcement of the law and administrative omission, notonly destroyed the image and authority of environmental protection department, butalso indulged environmental violations in objectively.In this paper, the author has done a lot of research on the relevant literature,combined with the experience in the local environmental protection department,focused on problems of current environmental enforcement in China, tried to find thereasons and considered it in-depth. On this basis, the author also learnt fromdeveloped countries such as America, Japan and Sweden on the successful experiencein environmental law enforcement, and learnt from the work of environmentalprotection in some areas of China. Aiming at the problem of imperfect legal system,low levels of law enforcement ability, weak and lax enforcement of the law in thegrass-roots environmental law enforcement in China, the author put forward somecountermeasures to solve the problem of environment law enforcement in China fromthe aspects of perfecting legislation, perfecting the mechanism and strengthen teamconstruction. The author hopes that with the cooperation of all sides, this paper couldplay a certain role in improving the situation of the grass-roots environmental lawenforcement in China and promoting the capacity of environmental protection andenvironmental law enforcement in Tianjin.
