Chinese society is in rapid ageing stage, China’s population problem is facingdouble pressure: On the one hand, large working-age population born before reform andopening up began to enter old age, along with the improvement of living standards andthe extension of life expectancy, the aging of old people, disability problems loom large;On the other hand, after the reform and opening up, due to the implementation of familyplanning policy of the "one child" generation gradually into young adults, populationgrowth is slowing, labor supply pattern change, demographic dividend graduallydisappear. In such "add" and "reduced", under the population development trend ofelderly dependency ratio rise year by year, the whole social endowment increasinglyheavy burden, it is imperative to push forward the development of pension. In thegrowing group of aged, disabled elders because of the particularity of its own state ofhealth and self-care ability,their long-term care is the core content of pension services,,their pension problem needs to give more care and attention. In long-term care system,pension institution for the care facility, nursing staff and the aspects of scientific andprofessional care service, become the important way to solve the problem of disabledelders in long-term care.With improvements in China’s national strength and the government attaches greatimportance to and support for development institution endowment, pension agency getfast development, institutional care service improved. But, in the face of growingdisability elderly care needs, institutional care service serious deficiencies, resulting in alarge number of institutional care needs of disabled elders can’t go to care institutionsreceiving care or get poor quality of care service, disabled elders pension plight is moreand more prominent. This research on the basis of domestic and overseas practice andresearch, through the combination of questionnaire and on-the-spot interviews, on thecurrent situation of China’s institutional care imbalance between supply and demandinvestigation and study, on the basis of in-depth analysis of China’s institutional care thecause of the imbalance between supply and demand. According to a study that ofimbalanced supply of and demand for elderly care in China is mainly reflected in thenumber and scale of care institutions supply, supply structure imbalance, institutionssuch as pension beds insufficient infrastructure and shortage of care personnel withprofessional and caring service quality and level is generally low, the main reason for the imbalance between supply and demand have a weak foundation of the nationaleconomy, the government overall planning and service does not reach the designatedposition, insufficient financial input, inadequate care industry development as well asdisability elderly care risk higher reason, on this basis, from the government, careinstitutions and the social public opinion put forward countermeasures and suggestionsfrom all the aspects such as fundamental solution for the issue of disabled elderslong-term care to provide the reference.
