With the development of our social economy, aging problem has become now one of hot spots of society. The elderly should be well taken care of in their later life, depends on some kind of pattern or the system only cannot be lasting, thus a new way of cares for the aged, institutions endowment is developed.The paper is on the subject of "institutions endowment" and sets the endowment institutions in Hefei as study focus, from two aspects of the elderly demands for pension agencies and institutions' services, we analyze the existing literature, and summarize the problems and causes in the public institution in Hefei, put forward some proposals.The study found that the aged chose endowment institutions from various needs and for different reasons, different types of endowment institutions, public and private ones, provided different services. This paper analyses the reasons for the difficulties of endowment institution development in Hefei and put forward that socialized aged organization is the trend of future old-age security mode, insufficient funds is the practical dilemma and "filial piety" culture is the cultural factor influencing the institutions endowment.In order to promote the development of pension institutions, we should strengthen the government's responsibilities, construct the multi-level old-age service system, cultivate professional, high-quality social workers, attach great importance to the senior's spiritual support services so as to meet needs of the aged with vastly different economies or in different physical conditions, and promote institutions professional service level and spiritual comfort ability.
