The rapidly increasing number of low fertility and population ageing in Japan makes the implementation of Community-based integrated care systems clearly imminent.The Community-based integrated care systems has been proposed for more than ten years,during this period,the Japanese government made full use of the resources in the region by discovering and linking,and continuously improved the system to provide one-stop medical,nursing and support services,the system has also extended its services to all residents from the elderly in the early days of its establishment.It is predicted that China's current population structure is similar to that of Japan 20 years ago,although China and Japan have different social systems and strategies to deal with population ageing,demographic trajectories also show different trends,however,the two countries still have many similarities in the characteristics of population aging,demographic changes,and welfare of the elderly.Japan's laws and regulations on how to respond to population aging and sophisticated system design have important reference significance for China,China should learn from Japan's experience in a timely manner.This research uses the literature research method and comparative analysis method to collate and study the relevant theories and government reports at home and abroad,and compares the similarities and differences between China and Japan on the issue of aging.In accordance with the local conditions,we should formulate policies in accordance with relevant conditions and provide ideas for the establishment of a regional Community-based integrated care systems that is in line with China's national conditions.It is of significance for better inclusiveness of regional residents and early realization of healthy aging.
