Security Problems And Governance Of Floating Population In Ningbo Under The Background Of New Urbanization

As the economic center of the south wing of the Yangtze River Delta and the economic center of Zhejiang Province,the size of the floating population in Ningbo has been very large.According to the statistics of the Ningbo Municipal Government,in 2016,the floating population of Ningbo reached 4.448 million.The huge scale of floating population has injected vitality into the economic development of Ningbo,and it has also brought severe challenges to the social security of Ningbo.In 2016,among the 20,156 criminal cases cracked by bureau of public security of Ningbo,a total of 15,641 cases involving floating population were committed,accounting for 77.6% of the total.With the city of Ningbo being identified as a comprehensive pilot city for new urbanization,the security situation of the floating population has changed dramatically.Therefore,it is of great significance to study the security problems and its governance of the floating population of Ningbo City under the background of new-type urbanization,and to explore the ways of public security governance of Ningbo's floating population in the new era.Firstly,based on extensive research and data review,this paper introduces the basic concepts and related theories needed for the research of the thesis,and lays a foundation for the research of this paper.Secondly,it introduces the basic situation of the floating population in Ningbo under the background of new-type urbanization.According to the data obtained,the paper analyzes the current structural characteristics of the floating population in Ningbo,the overall crime situation and the main characteristics and behavioral characteristics of the people involved in the F street floating population in Y area.Finally,the paper analyzes the problems and causes of the floating population in Ningbo under the background of new urbanization,and puts forward corresponding solutions according to the problems and causes.This paper holds that the approach of public security governance of Ningbo's floating population in the context of new urbanization mainly starts from the following four aspects: First,to improve the mode of public security governance of Ningbo's floating population,including the establishment of a people-oriented governance concept,a sound public security governance mechanism and Innovative multi-party participation in governance three aspects;Second,improve the risk prevention and control measures of floating population in Ningbo,mainly including strengthening the publicity and education of floating population,improving the management mechanism of high-risk personnel and improving the information management level of human housing;The third is to perfect the construction of the floating population's public security management team in Ningbo,mainly including three aspects: standardizing the public security management team,ensuring the funds of public security work,and perfecting the public security work assessment mechanism.The fourth is to strengthen the social rights and interests of floating population in Ningbo,including the implementation of housing project,encouraging the floating population to innovate and start a business,smoothing the flow of interest expression mechanism,and improving the education and training system for the floating population.Through the above measures,the need for public security governance of Ningbo's floating population in the context of new-type urbanization will be fully enriched,in order to contribute to the construction of a harmonious society in Ningbo.
