A Study On The Countermeasures Against The Problems Of The Reform Of Administrative Examination And Approval System In Yangjiang City

With the global economic integration, especially China’s accession to the WTO, according to the needs of the development of socialist market economy, our government has carried out several rounds of reform of administrative examination and approval system since2001. According to statistics, ten years of reform, the national totally abolished and adjusted administrative examination and approval project for2502items, accounting for70%of the original project. The province (area, city) level canceled and adjusted the examination and approval project for more than36000, accounting for68.2%of the total original project. As the present reform situation unveils, it’s difficult to fully implement the reform of the administrative examination and approval system for the transformation of local government at all levels functions is not in place, particularly for the reason of department interest’s legalization. This thesis analyzes the encountering problems and difficulties when the government promotes the reform of the administrative examination and approval system, and makes countermeasures study according to the analysis. The thesis content mainly divides into five major parts:Chapter one:Introduction. It mainly introduces the research background and the significance, the research status at home and abroad, the research objectives and content, the train of thought of research and the method of research.Chapter two:It introduces the theory of the reform of the administrative examination and approval system. It analyzes the reform from the connotation of the administrative examination and approval system.Chapter three: It introduces the historical background of the reform of the administrative examination and approval system, sorts out the process of China’s reform, and summarizes the result. At the same time, it sums up and analyzes the experience of the reform of the administrative examination and approval system in foreign countries, and makes suggestions on these experiences.Chapter four: Research analysis. It investigates the reform of the administrative examination and approval system of Yangjiang by the way of questionnaire survey, and analyzes the existing problems.Chapter five:Countermeasures. It puts forward the countermeasures in the light of the problems of the reform of the administrative examination and approval system when proceeding.
