There is a long-standing phenomenon of light weight construction management in ourcountry’s Road management, mistakenly thinking that only got the healthy development ofhighway construction, the highway traffic development will be longer.But in recent years,highway management appeared many problems, such as: frepuently happened traffic accidents, the increase of crime by taking advantage of duty in road management area,the quailty of road management officers are uneven, more attention were paid on management instead of service, the people have a lot of complaints and so on. Aiming at these problems, there are a lot ofsolutions, this article mainly from the performance management level up to analyze thesolution, through making regular performance evaluation method to make the leadership ofhighway management work more seriously and effectively improve the comprehensivequality of law enforcement officers.Based on the analysis of road administration law enforcement personnel performanceevaluation based on relevant theories, combining the existing problems, and to quantify theperformance evaluation content refinement, establish a hierarchical analysis combined withsecondary fuzzy theory of assessment methods to effectively improve the efficiency ofhighway law enforcement personnel performance evaluation, prompting work goals andevaluation of interlocking and complete content, give full play to the role of the constraintsand incentives. Highways in shanxi province highway group is discussed, the lawenforcement personnel performance evaluation as an example, follow the principle ofcomprehensive, objective, fair and detailed, quantitative indicators, each layer model tocalculate the correlation of each layer, and finally calculates a highway law enforcementpersonnel performance evaluation rating, provide objective conditions for the management ofthe highway law enforcement personnel.
