With the increasing complexity in social public order situation, especially afterthe party’s "seventeenth congress" report and "dozenth five-year" plan, the task ofimproving the social security prevention and control system has been referred to anunprecedented height. At present, the social, community, unit, urban and rural, areall further promoting the "24-hour patrol" project, to ensure that the people’s senseof security is at a high degree. However, due to the scant staffing, expenditure andother conditions, it has been a priority to make an objective and fair performanceappraisal in accordance with patrolman’s roving patrol intensity. Therefore, theperformance of individuals and organizations could be improved on the basisof continuous feedback of the appraisal results.Nowadays, the domestic and international patrol performance evaluation is stillin the initial stage,95%of the users would like to choosethe off-line electronic patrol system for performance appraisal, but there are stillmany problems and shortcomings. For example, the information for performanceappraisal is too scant, there is little evidence information on the performance duringthe patrol process except the checkpoints; we also can’t locate the patrolmen atreal-time; the historical patrol information is difficult to visualize; and also, thereare so many subjective and descriptive assessment indicators, so the objective andfair assessment needs to be strengthened.Therefore, we present a new and innovative performance evaluation modelbased on the GPS patrol trajectory dataset. GPS data logger is carried by patrolmenin roving patrols, which can locate and collect data during the whole patrol processper sec, including the patrol time, location and speed. The existing evaluation indexsystem is improved by combining the advantages of360degree evaluation methodand KPI assessment method. The valuable information for performance appraisal isextracted through the powerful spatio-temporal analysis in GIS, such as the patrollaps, the times of patrolling each checkpoint, patrol speed, cumulative patroltime, the times of long stay. Finally, the fuzzy comprehensive evaluation method isalso used to complete the assessment. Further, the appraisal result can be visualizedon the electronic map, which can do a fever on making more appropriate patrol plansand providing exploratory recommendations. We evaluated our system using theGPS dataset collected at11distinct patrol areas over a period of six months. The results show that, the performance evaluation model has the feasibility andoperability in a fair, objective performance evaluation. Extensively, our systemperformed well, and layed the foundation for further improvement in patrolefficiency, risk management, detecting abnormal behaviors, and locatingresponsibility.
