China is currently in the economic and social transition period, highlighting thevarious conflicts of interests, and people’s livelihood problems have become one of themost important issues of China. People’s livelihood issues related to the outcome of China’sreform and opening, and also related to the success of building a socialist harmonioussociety. Yan’an is a famous old revolutionary base area, and it has a wealth of energyresources. With their own resources, Yan’an City’s economy has been developed rapidly,but there is a contradiction that people’s livelihood development fell more behind of therapid economic development, and this has become one of the important social issues inYan’an. Yan’an government urgently needs to solve these social problems. Therefore, thestudy of people’s livelihood problems in Yan’an City is very beneficial for the healthydevelopment of economy and society.This paper, on the basis of the livelihood thought of Marxist theory, uses acombination of theory and practice, history and logic and other methods to analyze theachievements and problems in the development process of Yan’an and put forward relevantpolicies. Studies conclude as follows:(1)According to the data analysis derived by Yan’anCity, although people’s livelihood has been greatly developed in recent years, someproblems still exist as following: uneven distribution of educational resources; inadequatesupply of public cultural resources; relatively low quality of workers; the employmentsituation remains severe; lack of public health care resources; the relatively slowdevelopment of private hospitals; differences between urban and rural incomes and livingstandards of income gaps continue to expand, and housing security system is imperfect, stillneeds to improve the living conditions of the masses.(2)The reasons of Yan’an lack ofpeople’s livelihood development are as follows: underdeveloped productivity and unbalanced development; industrial structure is not reasonable; the development of thenon-public sector is far behind; the government of the people’s livelihood relative lack infunding; backward economic and social development; the relationship between thelivelihood of the people in the development of the market and the government is notproperly handled; government performance evaluation system is imperfect andcommunication channels of people and the government is not smooth.(3)According to theresults of the analysis in this article, there are five points to develop Yan’an people’slivelihood: First, build economic base suitable livelihood development; Second, reasonablydetermine the size and direction of livelihood inputs; Third, achieve the transformation ofgovernment functions; Fourth, establish a correct concept of governance; Fifth, establishand improve the promotion of human development-related mechanisms.
