Research On Building The Social Security System For Landlost Farmers Of Suzhou

Since thirty years of reform and opening up,with the rapid development of economyconstruction,our city development make a spurt of progress.In the progress of the rapidurbanization,a large number of rural collective land are expropriated,so that resulting a largenumber of landlost farmers.They are not different from the traditional sense of farmers andthe traditional sense of city residents.As a special groups of people,they have no land,nojob,no copies of social security,no money to do business. a large number of landlost farmersexsiting will threat China’s economy and social stability.In recent years,the landlost farmers’ problems are increasingly serious in Suzhou.Suzhougovernment has made a serious of useful policy exploration for landlost farmers’ socialsecurity. These practices have achieved good results, but there are many shortcomings in theland requisition compensation, agricultural land conversion, social security, communitymanagement and employment policy etc.This paper tries to establish the landlost farmers’social security system in Suzhou,Its development target is connected with the urban socialsecurity system and rural social security system,finally establish the unification of urban andrural social security system. It can provide the reference for the construction of landlostfarmers’social security in China.This paper adopts the connotation of the social security system and social security theoryas the theoretical basic.It takes the landlost farmers of Bianhe Street as the researchobject,investigate basic living,old-age medical care,employment, and attitude change oflandlost farmers.It explores the landlost farmers social security policy of Suzhou and pointsout the problems,such as the land requisition compensation policy is not reasonable, theagricultural land conversion policy has deficiencies, the community management policies isdeficient, the social security policy is imperfect, employment policy is not in place. It analysisand borrows the British,America,Japan,South Korea farmers social security system.On thisbasis,It constructs landlost farmers social system in Suzhou. The social security systemcovering social insurance system,social assistance system,social wefare system andsupplementary social security policy.
