The promulgation of the "provisional regulations on state civil servants in1993marked the beginning of our country’s civil service system reform, though whichdefines the civil servant management way, namely the state administrative organsshall practice a system of position classification,but this is just a description of theposition of civil servants, and there is no clear position classification of civil servants.Position classification is the basis of the civil service system, is the premise ofscientific management of civil servants, is the key of the legalized management ofcivil servants.If establish a scientific, standardization and legalization of the civilservice management system, establish a scientific and reasonable positionclassification system is based.Even though the new “Civil Servant Law”to clear the position of civil servantsposition classification, classification is not complete, but there are still positionclassification management laws and regulations is not sound. Such as,The civilservant law of civil servant did not distinguish between the central and localgovernments, with no corresponding laws and regulations such as civil servantmanagement. Along with our country civil servants management reform graduallydeepening, further studied the present situation of civil servants position classificationand civil servants position classification research, find out problems, solve theproblem. To our country civil service system reform and improve plays an importantrole and significance.This article is divided into five parts, to our country civil servants positionclassification system as the research object.The introduction introduces the selectedtopic background and significance of this article, the research status at home andabroad and the main contents and research methods; The first chapter introduced therelevant theories of our country civil servants position classification system; Thesecond chapter on the current status of position classification in our country are described and its characteristic, according to the status find out the problems existingin the current our country civil servants position classification system; The thirdchapter through to the United States, Japan, Britain, and the position classification ofresearch, analysis of the successful experience, and our country position classificationcomparison and reference; The fourth chapter is aimed at the problems existing in theour country position classification system, especially the civil servants positionclassification system, and put forward the corresponding countermeasures andconsummate.This paper argues that scientific and legalization and standardization of theoptimization of the government personnel management in our country positionclassification system has very important significance. Civil Servant Law and therelevant provisions of the future development of the personnel management to thefurther development of our country civil servants position classification systemprovides a space.
