| In recent years, our country’s civil service examination system is becoming mature and perfect, which has prepared a number of highly qualified talents for the civil service system with its scientific and effective, transparent and fair selection mechanism. On this basis, promoting the civil servants in the starting position classification, and exploring the civil service classification grading test has become the important direction of the reform of civil servants examination system with the professionalization and specialization development of the civil servants. At present, position classification in the civil service examination system in our country has preliminarily formed the basic framework of "two levels of three types of, the civil service exam are divided into the central authority and local civil service examination transversely, meanwhile it divided into comprehensive management, professional technical and administrative law enforcement vertically, but there are still some problems that doesn’t fit the scientific examination and position classification. At the same time, civil servants and position classification management is not independent from each other in theory. On the contrary, they have internal connection. Position classification management is good for promoting the scientificity and fairness of civil service examination, and the civil service examination should also be the starting point of position classification management. Therefore, considering the position classification of civil servants in the analysis of the civil service examination, discussing the main problems existing in the starting position classification of civil servant, deeply analyzing the reasons of the problems, and putting forward the countermeasures of perfecting our country’s civil servants in the starting position classification has important theory value and practical significance for a targeted talent selection.This paper uses the questionnaire survey method, interview method, literature method and comparison method. The research content includes the following five parts:The first chapter is introduction. The introduction mainly introduces the research background and research significance of the civil servants position classification. It concludes the current studies of the topic trend and deficiency the relevant research, and explains the research idea of this article, the structure of the framework, research methods, key and difficult points, innovation and imperfection.The second chapter analyzes the core concepts and theoretical basis. It mainly analyzes several related concepts, such as civil servants, civil service examination, position classification. And then it analyzes the theory basis of the article, such as bureaucracy theory, people post matching theory, institutional change theory, the theory of administrative ecology theory and stakeholder theory.The third chapter analyzes the evolution and problems of the civil servants position classification in the starting in our country. On the basis of summarizing the general situation and development, the chapter puts forward major problems by analyzing group interviews and questionnaires for civil servants in Shandong province. The problems mainly conclude that the classification standard of the starting position classification of civil servant is in lacking, the scientificity of qualifications setting is insufficient, the test elements and ability standard system is not adapt to the position classification, test method and content need to improve.The fourth chapter analyzes the causes of the civil service examination in job classification issues. The main reasons of these problems existing in our civil service examination are analyzed with the help of relevant theories. These reasons are:the profound influence of the traditional ranking of consciousness, civil service system of classified management reform is slow, the lack of job analysis, the transformation of government functions doesn’t in place, the restriction of system itself and its related interest groups and other factors.The fifth chapter is countermeasures about how to improve the position classification in the civil service examination. On the basis of the Chapter III and Chapter IV, this chapter puts forward thinking and countermeasures of improvement. This section focuses on the scientific design of civil service examination job classification system, so as to explore the civil service position classification based classification and grading examinations.The innovations of this paper:on the research perspective, the article combines the civil service examination and job classification study fully, aims at the object of study of civil servants in the starting position classification, analyzes the main problems existing in the starting position classification of civil servant and the cause. This is a innovation on research perspective of the civil service study.
