Based on the theories of scientific management and job analysis, position classification institution, which originated in America, is a set of practice-proved successful and effective personnel classification method. Once it came out, the successful experience was introduced and transferred to the countries all over the world. At the aim of Establishing Scientific Institution of Classification Management brought forward in the 13th National Meeting of CPC, China began to introduce position classification institution in late 1980s and basically bedrocked the civil servant institution. In the process of 20 years'development, Chinese official position classification institution takes on apparent changes co-influenced by multiple factors, and has developed the current principalship and level system based on position classification.This paper starts from introducing the general theories of position classification institution, and specifically defines some key conceptions on position classification. By exploring the origin of position classification institution, this paper clears up the development process and summarizes the core thoughts, and points out the differences between Position Classification and Rank Classification, and the trend of their mutual influence with gradual melting, and then analyses the relationship between position classification and civil servant system.Our introducing of position classification institution was motivated by the scientific of position classification, under the overall background of reform practices of political system and public administration institution. Watersheded as"National Civil Servant Regulations"and"Civil Servant Law of PRC", this paper divided the process of Chinese official position classification into three phases. Following the 13th meeting of CPC in 1987, the concerning departments began to research, demonstrate and practice position classification institution, and formulated a set of ideal position classification plan, however, this plan was not ultimately adopted by the Regulation, and position classification just arrived at the phase of position arrangement, and the classification method inherited the original cadre management framework, therefore, a series of problems created by the disjoint of position and classification. On further reviewing original position classification institution, the civil servant law smoothes the relate between position classification and classification institution, and specifically divides the civil servant positions, then founds the current official position classification institution.This paper is intended to comparatively study the position classification practices in former Soviet Union and Taiwan region, and further attributes the factors, restraining the development of Chinese official position classification institution, to the issues of politics, economy, culture, techniques, and institutions. Further more, this paper looks forward the future of Chinese official position classification practices, and suggests that position classifying principalization, elaborateness of classifying degree, and specification of applying range is the main development trend of Chinese official position institution.This paper perfectly believes that the position classification featured with scientification, standardization, and legitimatization makes sense to the optimization of Chinese governmental personnel administration. Related provisions in civil servant law and the foreground of personnel administration bring out more chances for the further development of Chinese official position classification.
